Using  Import functionality we cannot change item type.  Write few lines of SDK to change item type .

You cannot change the API Name for cascade list value using SDK.  You can create a new value with new API Name.  The API name will be automatically created as unique .

 Displaying of dependent fields dynamically is not available in Agile . 

You Custom code development to achieve this.
1. A URL based process extension which will show dynamic list of values for dependent fields and validation and upon selection the values can be saved to agile.
2. Custom PX which looks for the data in a mapping sheet which is added to a document or which can be deployed on server .

Is your agile environment is a cluster environment?
If you could observe any error message in the log that could give us a way to identify the issue.

The user who got assigned should have approve/reject privilege for those objects.

Is Agile File Manger stopped? or connectivity between file vault and File Manger is loosed?
We can setup alerts when File Manager service is stopped .We can write a script which will check agile File Manger service on the OS ,if it stops will send us a alert.
  Same kind of alerts we can setup for Agile Servers also.

You can not send a notification when ATO is stuck for more than <period> of time. but you can get it achieve the similar in other way

1.You can create a custom report for ATO  and  schedule it and send it to the admin periodically. Admin can send notification to the users.
2. Can create Event to check the stuck ATO and send a notification.
      You can create a change status event and you should create a thread where it checks for the status of the ATO .
       Thread will go sleep for some time and checks again periodically. After 30 min if the status of the ATO is  still in release ,it should send notification to users.

You can use default privilege ‘User Administrator’ or  you can create a new admin privilege mask for admin privilege with ‘user’ in applied to property.
