Alerts from File Vault

Can we set up alerts from Agile file vaults if Apache tomcat is stopped ? Recently we had a situation where one of the file vaults was not started . we came to know about it only when users faced issues downloading attachments.

Is Agile File Manger stopped? or connectivity between file vault and File Manger is loosed?
We can setup alerts when File Manager service is stopped .We can write a script which will check agile File Manger service on the OS ,if it stops will send us a alert.
  Same kind of alerts we can setup for Agile Servers also.
