Well, even though you gave all privileges to the PX role you may be missing the specific workflow privilege you require. Additionally, the workflow setup may also be preventing your action. You will need to investigate into both these avenues.
To help, look for the workflow privilege you need and trace it to the PX user.
Review the workflow to make certain it allow what you need to do.
Remember that you will also need to review the criteria.

What you are suggesting is not possible in PLM the way you have set it up.
First we need to take a step back to understand what PLM is. It represents an Eng playground to develop product and DOES NOT represent purchased inventory. ERP is where we track what is purchased and how it looked at time of purchase. In order to do as you are suggesting I suggest using the differentiation in ERP by using effectivity dates.

This does depend on a few things and will need to be investigated. Where is the server located (local, remote, cloud)? This can affect traffic speed. If you are using a load balancer, make sure the traffic is being routed correctly.
If multiple sites, repeat the same test, same user to get a baseline. Investigate traffic issues and work with IT to improve.
Also, when did this start occurring? Was there an update pushed by IT that coincided with the findings? So many avenues to investigate.
