Where Used

I have found that some items are not showing up on the where used tab. Please see the example attached.

We cannot see the attachment.

It is unclear within your document if rev 50f for item 003208 is the latest rev for this item.
where used tab shows direct parents that their latest released revision includes the item.
In Agile 9.3.x there is additional sub-tab for pending changes where used, means that it shows direct parents that their pending revision includes the item.
You can use advanced search type ‘Where-used One Level All Released Revisions” to find parents that had the item in a previous released revisions.

It is the same revision and there is nothing in the Pending Changes Where Used section. It seems that on both BOMs the item is on the same level. Why would one show up and not the other?

Does 50f is the LATEST released revision for item 003208?

Nelly – 

The only curious thing that I see in your attachment is that the first screen displays D06139 at Rev 01 and the last screen shows the same Doc at Rev 02 (in the 003208 BOM).  
My suspicion here is that 003208 may have been on a change that was unreleased at some point (possibly even C24493).  I would check the change history to verify if this is the case.

Bad News: There is a  bug which causes the incorrect BOM flags to be set when a change object is unreleased. 
Good News: There is a patch for this available through Oracle Support
