Is There a way to control the Change parent and Make this a root activity functioanlity in PPM

Is There a  way to control  the  Change parent and  Make  this a root activity functionality in PPM.
 Any  Privilege or  any other  way this  fucntionality  can be  control such that other  than a  specific  user others  cannot  modify the parent or  root  parent for a  task.

Per PPM user guide, change parent privilege is controlled via Modify.object.Schedule.Name.

10.1.4.8 Modify Privilege Mask Applied To Properties that Control Specific User Actions

Actions > Change Parent
