How to add File folder in ECO affected items tab

Is there any option to initiate change order for file folders in agile 9.3.4, in file folder we have an option of routing slip but there we can add only reviewer but we require sequential workflow process, but it was addressed in 9.3.5 and it is available as DFCO.

but we required any alternate in 9.3.4
