Can it be identified through some flag in the oracle agile plm database, if an item is manually created or is it imported?

You could create a field that is only available (force field read) to the import account and set it during import. That way the user may not see it but you can capture it for your purposes.
Patrick indirectly answered your question, no, there isn’t a flag.
Another way is a create item PX. When someone manually creates an item the PX is triggered and writes in history that it is a manual create–or update Patrick’s field. Import does not trigger that PX .
