17002:The Network Adapter could not establish the connection

Can anyone help me to fix the below issue?.

I am not able to start the Agile Web application and  below is the Error from the log file. I can’t able to connect to DB. Recently I updated the RCU schema password and obviously i had to create new RCU schema to update the password.

oracle.security.jps.internal.common.config.AbstractSecurityStore getSecurityStoreVersion WARNING: Unable to get the Version from Store returning the default oracle.security.jps.service.policystore.PolicyStoreException: javax.persistence.PersistenceException: Exception [EclipseLink-4002] (Eclipse Persistence Services – 2.5.2.v20140319-9ad6abd): org.eclipse.persistence.exceptions.DatabaseException Internal Exception: java.sql.SQLRecoverableException: IO Error: The Network Adapter could not establish the connection Error Code: 17002

Note: I tried restarting the listener and other oracle services many times and didn’t work.
