Hard-delete file folders

Hello,
My question is about where files go when hard-deleted from Agile Recycle Bin Searches. I have made some tests and I figure out that they go to a purge folder under the FileVault.
Do these files hard deleted from Agile are keeped on Purge folder for security issues? Can I delete them from the folder to release disk space without creating problems? If yes, should I do it by windows delete?

once the files are in the purge directory you can delete them without harming the environment.
