Suppress Warning at Change Request Subclass Level

Can we Suppress Warning at Change Request Subclass Level at all Status of Workflow while moving or while adding the Affected Item.
” Xxx “Part is already on pending changes:XXX123.

You happened to pick one that you cannot. That is one of the oldest checks in the product and never got to be a SmartRule option.

Thank You Steve , for the update. 
I wanted to confirm , if anyone tried through sdk ? or any one faced this issue and tried to convince client this is not a good option to suppress.
For PC we need to this warning. 
For licence savings , we pushed one of the pqm subclass to PC subclass and while testing users are feeling annoyed  and asking us to suppress this warning.
