How to sync the Notes and Attachments Tab of Recipe to the Notes and Attachments Tab of Recipe Element Template

We want the attachments available in Notes and Attachments Tab of Element Template to be synced automatically to recipe. 
Anyone has any idea about this. I am very much new to RMW.

Did you figure out how to execute a PX to accomplish using the event handler?  Please share any details with us.
