NPPM Admin was not able to Unlock the project

We are seeing a message like “Project ABC is locked to by User” you cannot unlock it.”
Though I am the Administrator with NPPM Admin role, i am still not able to unlock the project.
Do we have any work-around for this?

1. We created a Criteria
2. Assigned it to Modify privilege
3. Modify Privilege: Apply To : “Programs.General Info.Lock User” and “Programs.General Info.Locked from Program”
4. Assigned to Role.
It worked.
