What configuration is necessary to create Global views under the personalization on a tab?

The PC user manual states that an Admin can create Global views to replace/augment the Base View of a tab. In our environment the Administrator role does not have privilege to save as Global. The GlobalSearches privilege is enabled and assigned to Administrator. I cannot find anything in the admin manual about this.
The next step is to change the default from Base View to a new Global View – nothing in the documentation on this either.

There is a bug that does not give the admin role Manage Global Views if you do a 9.2 to 9.3 upgrade.
