Unusual behavior when using Send to a User Group

This is a mysterious Agile behavior and I’m hoping you experts out there can help!

Scenario: User Group named Manuacturing has 3 users. User Jane (Change Analyst) uses the Send function to send ECO12345 to User Group ABC but gets “No Privilege Users [Manuacturing] have been removed since they do not have sufficient privileges.”

These 3 users can discover/read all items and changes. User Jane has privlege “Send User Groups” assgned to one of her roles. User Jane doesn’t get the error if she sends ECO12345 to the 3 users in the Manuacturing user group individually.

To make matter more puzzling, some user groups work fine and some gets the message above. All the user groups are setup the same except the users assigned to them.

It sounds like the individual users have sufficient privileges to receive the Object you are sending, but the Manufacturing User Group itself does not.
I would check the Roles that are assigned to the Manufacturing User Group object.  In order to send to a User Group – the User Group needs to have sufficient Roles/Privileges assigned. If a User Group is selected in the “Notify:” field – the system only checks the roles/privileges assigned to that object and does not drill down to the members of that group.

“…some user groups work fine and some gets the message above…” –  This is likely because some User Groups have sufficient roles/privileges applied at the User Group object level and some do not.

One other thing small thing to note – The “Send User Groups” privilege is probably giving the ability to send User Group objects to other users/user groups rather than sending objects TO user groups.
