How do you handle temporary promotional BoM items? BoM update or deviation?

I’d still give it a permanent object number if it’s non-interchangeable.  That way you always have a record of it.
If not, use a deviation because you are talking about a temporary departure from the product baseline.

From an ERP perspective the item does need to appear on an pBOM, so a part number is needed. Does that make a difference in the route you would propose?

No difference.  You’d want to change the part number per your normal process.

promotional items are added as options in SKU. this BOM is managed in PLM and it propagated to ERP. Biggest advantage is BOM alterations are avoided.

How would you designate as optional?
