What is the business use for the Change Function list on the Affected Items tab of an ECO?

The Change Function is mentioned as being on the affected items tab in the PC Users Manual but there is no indication of what is intended to be used for.  The OOTB List is blank.  Any suggestions on what the standard or best practice use of this list would be?  Does it tie to any functionality in Agile?

I have seen this used as a data tag to ‘bucketize’ the type of change to the object associated to the row.  For example;
“Initial Release” for new items
“Beta Release” for items released to beta trials
“Production Release
