What is difference between Smart Rules and Preferences

Hi,

In many interview, I faced below question, what would be the exact answer for this.
What is difference between Smart Rules and Preferences ?

The line has blurred and there is not much difference anymore. It used to be Smart Rules allowed configuration of business operations like whether to allow unreleasing, duplicate BOM rows, etcetera. Preferences were more usability like number of rows to return in a search.

In a single line we can say, the Smart rules are meant for Business process and Preferences are for system-wide functionalities
