Transferred Authority not allowing to Approve

We have a user that has transferred his authority to his partner while on vacation but the Approve button still disabled.  They both have same roles and privileges.  Same issue when he transfered authority to his boss. What are we missing?

with Authority transfered, the destinatary should receive all the needed permissions, so it’s not necessary to both users to have the same roles previously. Anyway, the important to consider is that the destinatary should be able to approve changes submitted after the Authority has been granted.
So verify dates  when the changes were submitted and compare to date when the authority was granted.
If it matches, I’d suggest you to raise an Oracle SR.

In my experience this situation arises from the dates being misconfigured, the Affected Changes setting (i.e. using just what appears in the time period instead of the more inclusive “all”), or the wrong Criteria was selected (i.e. does the selected criteria apply to the workflow you want to get approved?).
