This happens with 64 Bit DB installations. Check Oracle note
When Attempting To Create Agile 9.3.x database server by running Agile93xxdb_oracle10g11g.Exe Fails with Error: You Do Not Have Oracle Database Server Installed On Your Computer (Doc ID 863911.1)

uninstall Oracle db and remove registery created during previous installation, try with other sid for exp agile931 instead of agile9 during agile db installation.hope this should work. Also check if any other Oracle instance is running on the same machine.
Sorry I forget to say install Oracle db after registery removal and make sure Oracle home should not be present after uninstallation of previous Oracle db.

It seems you are trying to install agile 931.First check compatible database for 931 in agile capacity planning guide and check whether you install the 32 or 64-bit version of database. If you install unsupported databse agile doesn’t find the database.

Yes it should be there. .also I presume that Oracle service(listener) is not created in services.I think it’s a environment prob.please go through log file and make sure that You have downloaded 11g for 64 bit for your corresponding os.
You can find doc id in Oracle support site..
